SHEQ Advisor (6 Month FTC)

Cardo Group is a family of companies delivering building maintenance services to local authorities, social housing providers and their residents.

Our multi-company group provides quality, value for money maintenance, compliance and retrofit services across the south west, south east and midlands. Future plans will see this develop into a national footprint.

We are currently looking for a Compliance Manager & SHEQ Advisor to come and join us!

Please note this is initially on a 6 Month FTC.

Main duties involve:

· Providing dedicated Health, Safety, Environmental and Quality support to our operational and office teams at our Hemel Hempstead branch.

· Responsible for developing and implementing systems and processes that align to Cardo South goals and objectives. This includes, growing the existing client base through organic opportunities and new clients, and identifying new markets and prospects that benefit the Cardo group of companies.

· To develop and maintain positive relationships internally and externally and to promote the Cardo brand and its subsidiary companies by actively increasing awareness.

· To be the “Go-To” person within Cardo South in relation to all things Health, Safety, Environmental and Quality.

· Ensure that work activities are being managed in a legally compliant way, and that all legal, compliance, safety, operational and commercials risks relating to the works are identified, and duly mitigated, ensuring that the company is fully protected.

· Providing a strong technical function by delivering training, support, and coaching

· The successful management of all SHEQ relating functions ensuring 100% compliance across all service areas.

· Ensure that all training and accreditations are updated and maintained throughout their lifecycle.

· Provide an excellent Safety service across the business that provides a pro-active approach, trust, and support across all branches operating areas.

· Being the lead in SHEQ incidents, accidents and near miss investigations, be responsible for reviewing actions and closing them down as well holding de-brief meetings with managers and heads of service that provide key information on operative and sub-contractor performance, successes and failures, lessons learn.

· Advising and training staff on best practices.

· Act as the custodian and responsible person for all SHEQ related accreditation and memberships including SSIP & ISO 9001, 14001 & 45001.

· Produce SHEQ reports to the Head of Safety, Compliance & Sustainability

· An organised and structured work approach to ensure timescales are being achieved.

· To identify the review of asbestos information and where required arrange for asbestos surveys to be commissioned in accordance with CAR 2012 regulations for the works being carried out prior to any works starting.

· Attend internal, external and client meetings representing the business in a professional manner.

· Lead on the development, implementation, maintenance and management of systems, policies, procedures, and standards within area of responsibility.

· Be organised and proficient in the use of various of ICT systems, regulations, and legislation to the entire building/construction industry as well as H&S and the landlord and tenants act.

· Act as the representative and be the face of Cardo South.

· Providing clear and concise communication on progress and activity in both technical and clear, concise non-technical terms.

· Produce SHEQ related technical bulletins and updates.

· Produce And present companywide Stand Downs.

· Have strong written and oral communication skills which must include letter writing.

· Strong negotiation and being able to deliver your point in a professional manner and treating others with respect.

· Carrying out SHEQ inspections and audits to ISO standards across all of Cardo South’s operating branches and respective projects on a regular basis. Recording these and acting on non-conformities and overseeing them through to completion.

· Developing and reviewing SHEQ policies and procedures.

· Reviewing, assisting in the development, and implementing Risk Assessments, Method Statements across the entirety of the business.

· Assist in the development of CPP’s, Traffic Management Plans, Waste & Environmental Management Plans and Emergency Procedures specific to sites and projects.

· Compiling statistical reports and presentations.

· Carrying out regular checks to ensure that equipment is safe and compliant.

· Monitoring environmental impacts.

· Updating the risk register and managing this throughout its lifecycle.

· Ensuring health, safety, environmental and quality standards are met on-site.

· Close liaison with SHEQ Inspectors including the HSE and trade unions, both internally and externally.

· Maintain records in relation to everything health, safety and environmental.

· Actively benchmark SHE performance with external agencies.

· Carry out in-house SHE related training to staff.

· Carry out asbestos, scaffolding audits to ISO Standards.

· Attend pre-start, sub-contractor, and client H&s meetings.

· Work closely with the bids, estimating, sales and commercial teams to identify all risks at procurement stage and advise of mitigation strategies so that can be put into place prior submission stage.

· Identify risk and opportunity that the business faces and log this on the risk register.

· Represent Cardo South at client meetings from a compliance & SHE perspective.

· Identify potential hazards and put controls in place to reduce/mitigate.

· Ensure that equipment being is used has been installed, serviced and maintained in strict accordance with manufacturer’s instructions and legislation.

· Carry out fire strategies, fire plans and fire risk assessments to sites, site offices and branch offices.

· Keep up to date with health, safety, and environmental legislation.

Qualifications

· A valid SMSTS qualification = Essential

· CSCS card in site management/Supervision = Desirable

· Recognised qualifications and or work experience regarding Fire remedial works = Essential

· Recognised qualifications and or work experience regarding Asbestos surveying and remedial works = Desirable

· Must hold current valid driving license = Essential

· Degree in Safety, Health and Environmental Management = Desirable

· IOSH Working Safely = Essential

· IOSH Managing Safely = E

· NEBOSH National Certificate – General = Essential

· NEBOSH National Certificate in Construction Health and Safety or equivalent = Desirable

Skills and experience

· Strong at problem solving with a keen attention to detail.

· Excellent communication skills verbally and written.

· Computer literate, proficient in word processing, spreadsheets, and email (Microsoft word, excel and outlook).

· Strong organisational skills.

· Efficient presentation and communication skills.

· An appreciation of data protection and confidentiality

· Understanding of the construction industry, preferably within the Social Housing sector.

· Experience of working in multiple refurbishment project settings/projects.

· Membership of Professional Body.

· Construction and Building Regulations and their experience.

· In-depth understanding of health, safety & environmental legislation.

· In-depth understanding of Health and Safety CDM regulations.

· Proven experience of dealing with contractors and DLO operatives.

· Outstanding legal knowledge of the health, safety & environmental sector.

· An excellent understanding of Asbestos and the CAR 2012 Regulations.
